Universal FAFSA

Did you know Pennsylvania has introduced a new FAFSA-related graduation requirement? Learn what this means for students and families, explore available financial aid opportunities, and understand the options available—including how students can meet the requirement through FAFSA completion, the Pennsylvania State Aid Form, or an official opt-out process.

The Pennsylvania Department of Education (PDE) has launched a new FAFSA Requirement webpage to help schools, students, and families prepare for the implementation of Act 47 of 2025.

Beginning in 2026-2027, Pennsylvania high school seniors will be required to file the FAFSA unless parent/guardian (or the student is 18 years old or older) submits a completed opt-out form.  The purpose of this initiative is to ensure that all students have access to information about financial aid opportunities that can help make college, technical training, apprenticeships, and other postsecondary pathways more affordable.

It is important for families to know that no student will be prevented from graduating or otherwise penalized for not completing the FAFSA. Students can satisfy the requirement in one of three ways:

  • Complete the Free Application for Federal Student Aid (FAFSA)
  • Complete the Pennsylvania State Aid Form (if applicable)
  • Submit a signed opt-out form

The Pennsylvania Department of Education has provided resources to help families understand the requirement and make informed decisions. Available resources include:

We encourage families to checkout these resources as part of their college and career planning efforts. Understanding available financial aid options can open doors to higher education, workforce training, and other postsecondary opportunities.

In addition, Carlisle High School will be hosting two events related to financial aid on the following dates to support families and students:

Financial Aid Night - September 10, 2026 - Swartz Auditorium

FAFSA Completion Night with PHEAA Representative - Fowler Library - January 19, 2027

Families with questions are encouraged to contact their school counselor for assistance.
